Annual Local Authority Road Maintenance (ALARM Survey)
The Annual Local Authority Road Maintenance (ALARM) Survey collects information from local authorities regarding frequency and standards of maintenance, funding and other related issues such as road safety. The information is collected confidentially and analysed independently.
The 2010 ALARM Survey is the 15th to be published and reports that £9.5 billion is now needed to bring the roads of England and Wales up to scratch. Local authorities relate that they still only receive around half of the road maintenance budgets they need, resulting in a backlog of up to 11 years. In addition they are having to cope with nearly 2.5 million deep trenches for utility and service provision works. The continuing budget shortfall is leading to an emphasis on reactive maintenance rather than planned preventative work that is ready to start almost immediately and is causing concern among highway engineers over road user safety.
